Southend Borough Council was awarded funding for a One School Pathfinder
(OSP) Project as part of the now defunct Building Schools for the Future
programme. In November 2006, Belfairs High School was selected by the
Council as the school eligible for this scheme. The building element is
due to finish in May 2010 with the school being open for business in time
for the September 2011 term.
Belfairs High School is a school specialising in media which requires a
turn-key ICT solution that integrates telecommunications, printing
services, and all hardware and software. The solution must integrate with
existing infrastructure and software such as security, building management
systems, Management Information Systems and Virtual Learning Environments.
The expected outcomes of the solution will be to provide greater choice
and more flexible access to a wider range of learning environments for
pupils and staff. The solution will facilitate flexible, efficient methods
of learning and working and increase the effectiveness of communication
within school and with all school stakeholders. This will be achieved in
part by the provision of a fully secure wireless facility throughout the
building and advanced telephony and communications systems. The solution
will also include a range of hardware and software for educational and
administrative services that includes cashless catering and parental
access systems.
A seamless infrastructure of support services should be supporting all
activities within the classroom and the importance of this should not be
underestimated. Options for a managed service will be welcomed but the
school is keen to retain members of the technical support team.

The East of England Broadband Network (E2BN) is seeking expressions of
interest from suitably qualified and experienced suppliers who wish to be
considered for inclusion in a framework of a select list of tenderers for
the provision of learning platforms, comprising software, services and
support to meet the diverse needs of the region's local authorities, its
schools and other learning centres.
E2BN was formed as part of the National Grid for Learning initiative and
currently represents the local government authorities of Cambridgeshire
County Council, Essex County Council, Norfolk County Council, Suffolk
County Council, and the unitary authorities of Bedford Borough, Central
Bedfordshire, Luton, Milton Keynes, Peterborough, Thurrock and
Southend-on-Sea. Other public authority members may properly be admitted
from time to time.
E2BN aims are to:
(a) provide the carrier of high quality learning content to schools, other
learners, learning institutions and the general public; and
(b) provide links with public institutions, such as Local Authorities,
libraries; and
(c) secure best value high bandwidth connectivity and other associated
services for schools and other relevant bodies.
E2BN are now seeking to award a contract which is expected to be for a
period of up to 3 years with the option to extend by a further 1 year.
The procurement will be seen as an opportunity not only to provide for the
region's schools as existing contracts expire but also to build on the
functionality of any existing provision and strengthen the tools and
services available to enhance learning.
It is intended to offer the contract as three lots:
1. Learning Platform/Virtual Learning Environment;
2. Schools Management Information System;
3. Tools, utilities and resources to enhance lots 1 & 2.
Tenderers can bid for individual lots or any combination thereof.
Particular attention will be given to the adherence of open standards and
interoperability. E2BN are keen to explore how "Open Source" products can
be successfully exploited in the provision of any of the lots.
The framework is expected to enable not only E2BN but also its members and
their associated public partners and other educational users within
England having a character similar to E2BN’s members or their associated
partners to benefit from competed best value call off of relevant
services.
E2BN will seek from suppliers the most appropriate, economically
advantageous solution to the services and supplies referred to in the
Descriptive Document and above.
Any company bidding should be adequately experienced in managing and
administering contracts and services of this size. Financial and other
information need not be supplied initially as a Pre-qualification
questionnaire and a Descriptive Document will be issued to all companies
expressing an interest.

1. Website Bandwidth - this is for public access to the website

bandwidth will vary greatly throughout any 12 month period. This may
include periods where no bandwidth is used up to times when 100 Mb plus
may be used in the event of invoking its DR plan. It would be highly
desirable if pricing for this bandwidth was based on actual or average
usage levels;
2. UCAS private connectivity to its Rosehill headquarters site in
Cheltenham - this is for UCAS use to allow background databases and
application to be kept synchronised and updated. The use of this bandwidth
should not effect the public Website Bandwidth. The databases held at this
site will be updated constantly and a minimum of 1000 Mb should be
